The Capital Region
The Capital Region is where federal money and federal rules meet Maryland, Virginia, the District of Columbia and the Chesapeake Bay. Study VI keeps the Bay's nitrogen ledger — the 2025 deadline passed with nitrogen at 57 percent of goal, and the deadline is now 2040 — and Study VII follows the roughly two billion dollars a year that moves through the restoration.
