Method and data
Method. The 1979 counts come from printed directories and the 2023 counts from the online directory, which counts staff listed more than once a single time, so the comparison spans two counting methods. Member-office counts for 1977–2019 are CRS estimates from a sample of 45 offices. Leadership uses the table value for 2023 (188), which differs from the 177 in CRS’s text. Officers and officials fell from 537 in 1992 to 359 in 1993 and were 521 in 1994.
