Method and data

Method. The FY2017 Senate count is a minimum: whether the Senate amendment to H.R. 2577 of May 19, 2016 also carried MilCon-VA could not be read. House counts for FY2015 and FY2019 include votes taken in the next Congress (4 of the 10 FY2019 House passages and the FY2015 DHS vote). In FY2015 and FY2026 the Senate voted on the enacted DHS text only; those votes are not prior passage. FY2027 is in progress as of October 18, 2026 and is shown to date; the title counts the completed years FY2011–FY2026.
