From Study XVII, Exhibit 62

FY2026 had 120 lapse days in 3 gaps, 75 of them for DHS alone

Source. CRS RS20348, Federal Funding Gaps (updated May 26, 2026)

Method and data

Method. Days are full days between the end of budget authority and the enacting law. The FY2026 column sums three separate gaps (42, 3 and 75 days). CRS R49105 counts the Border Patrol and ICE lapse at 116 days, to June 10, 2026 (P.L. 119-98); it is not added. CRS reports that gaps before FY1982 appear to have caused little or no shutdown.
