Method. Bars are the amount_billion column in billions of dollars: P.L. 119-21 defense $156.2B and homeland security $129B (CRS, the latter over FY2025 to FY2034), P.L. 119-98 $69.5B (CBO's estimate of Senate Amendment 5453, equal to the enrolled S. 2 total) and the proposed FY2027 defense reconciliation $350B, which is not enacted. The $355B in the title is the sum of the three enacted amounts (354.8 before rounding), which are on different bases: P.L. 119-21 defense is enacted mandatory funding per CRS (CBO's net budget authority of the initial provisions was $147.6B), P.L. 119-21 homeland security is CRS citing a CBO estimate over FY2025 to FY2034 that is not labeled budget authority or outlays, and P.L. 119-98 is the $69.545B appropriated in the enrolled S. 2.
