Method and data

Method. Obligations, economic and military combined, in constant fiscal 2025 dollars as ForeignAssistance.gov publishes them (the most recent complete year as the base, BEA’s GDP chain price index). The ten are the source study’s own selection, not the ten largest: the seven largest cumulative recipients, with Pakistan, Jordan and Colombia; the United Kingdom, India and Turkey (eighth to tenth) are not among them. The July–September 1976 transition quarter is included in FY1977. “Vietnam” is South Vietnam (Greenbook “Vietnam (former South)”) FY1954–1976, then Vietnam from FY1990. FY2026 is partial. Panel totals are the Greenbook’s cumulative sums, not sums of the rounded cells. Years with no Greenbook entry are drawn at zero; negative values are deobligations.
