Method and data
Method. A stand-alone act is the only regular text in its act. A multi-bill act has two or more. CR divisions inside either type are ignored. RL32473 calls every multi-bill act an omnibus. FY2011 follows RL32473 (all 12 bills under a full-year CR); Exhibit 65 counts Defense as stand-alone, which on this chart would make FY1986–FY2016 192 of 390 (49.2%) rather than 191. 191 of 390 is 48.97%, which RL32473 prints as 48.9%. FY2027, with no bill yet enacted, is in the CSV but not plotted.
