Method and data

Method. Two coders, independently and from the record, placed each in-scope pledge in the next Congress: enacted as pledged or in part (a Public Law), voted and failed (a roll call), never brought to a vote (none in Congress.gov bill-status records via govinfo); disagreements and unsettled records are not scored. Each bar counts the pledges enacted as pledged or in part, of the platform’s in-scope pledges in the area, from this part’s pledge calls. Full rubric: the pledge coding rubric.
