The promise is $1.23 trillion; the tariffs to pay for it net $167 billion
Source. Census Bureau, American Community Survey 2024 1-year, Table B29001 (adult citizens); Reuters (all adults); Treasury, Monthly Treasury Statement, Table 4 (customs); the Commerce Secretary’s claim, as reported by Newsweek. Also: Reuters, via Armenpress; Treasury, Monthly Treasury Statement, Table 4; OMB, Table 2.5 (customs, FY2025); Newsweek (the “platinum card” claim). Promise of September 9, 2026; customs FY2025 and FY2026 to August 31, 2026.
Method and data
Method. Cost = people × $5,000: 245,275,126 adult citizens (ACS 2024 1-year, citizen voting-age population) = $1,226.4 billion; Reuters’ 270 million adults = $1,350 billion; every citizen, all ages = $1,597.7 billion (see Exhibit 3). Net customs duties are fiscal 2026 to August 31, 2026, after $125.2 billion of refunds (MTS Table 4); fiscal 2025’s $194.9 billion is OMB Table 2.5, the highest on record. The $500 billion from “platinum card” visas is the Commerce Secretary’s claim (100,000 people × $5 million), not a receipt. Balance to borrow = $1,226.4 billion − $167.3 billion = $1,059.1 billion.
