Method and data
Method. Each step is CBO’s FY2026 base budget authority for the bills enacted on that date divided by the four steps’ total of $1,629,606 million; the April 30 step is P.L. 119-86 (DHS except Border Patrol and ICE), and P.L. 119-98 (June 10, Border Patrol and ICE) is reconciliation funding with no base-dollar share, so it is not a step. The 76-day DHS span counts February 14 and April 30 both (RS20348 counts 75 full days, the date difference); the Border Patrol and ICE span to June 10 is 116 days, the date difference (counting both end dates would give 117).
