From Study II, Exhibit 3

Days past the statutory filing deadline

Source. Filing dates read from the title page of each report (FRASER and jec.senate.gov). Statutory deadline at 15 U.S.C. § 1024(b)(3): “not later than March 1 of each year.”

Method and data

Method. Days counted from March 1 of the report year to the filing date on the title page, adjusting for leap years. These are the eight filing dates we verified against a document, not the full series — the chart shows verified observations, not a sample designed to be representative, and it should not be read as a trend line. Points are placed on a continuous year axis, so the gaps between them are real time, not equal steps.
